No. Florida law allows marriage licenses to be issued to people who are not U.S. citizens, subject to the applicable identification and eligibility requirements.

Is there a three-day waiting period for international couples?
Non-Florida residents are excepted from Florida's three-day delayed effective-date requirement.
What identification will we need?
